1. First check for Spyware/Adware. Do so in Safe Mode not normal.
Question: How long does it take to boot?

2. New Norton?
If nothing else works, uninstall Norton and see how it behaves. Norton is a notorious resource hog.

5. I'm not talking about drive space
It's CPU resources and disk seeks that it's piggy about.

7. actually
the reason I bought the new Norton was to fix this slow ghost like movement of the cursor and the slow fading of the images. What do you think that is?

9. Could be any number of things
Try doing a ctrl-alt-del and selecting the Processes tab. See if there's something running that's soaking up CPU cycles (other than the System Idle Process).

8. Update your drivers. Go into the Control Panel - Systems -
Hardware - Device Manager

Click on View - Show Hidden Devices

Update the Display drivers. Anything that has an exclamation mark next to it Right Click and Uninstall it; do so so for all them then reboot. See what happens.
