How does one create a "recovery diskette" on a laptop that has no floppy drive?

get a USB floppy for 30 or so.
That would probably be your best bet.
Someday maybe software will get more flexible and then you could use a memory stick, cd, whatever.

You can't boot to a USB drive on a windows machine. So if need that recovery floppy to kick over the machine, its a no go. Make the CD instead and check to see that your bio's is set to to check your CD drive first when you boot.
