How does W2K handle startup items?

I know how W-98 did it, but W2K seems to have a different method. How are these properly done under W2K?

1. W2K depends more upon the registry than '98-style .ini files

Oddly, they neglected to include the computer configuration program "msconfig.exe" in 2K. They put it back in XP, and you can download a copy for use in 2K- it will still work okay. This utility lets you see all the start-up items that are configured through the registry, and items can be turned on or off.
