I justy got a new Dell Dimension 3000. It has an Intel 537EP V9x DF PCI modem, which I thought ran at 56K. However, it is connecting at 28.8. I tried to change the settings to 57,600 bytes (or 56 kilobytes), restarted the computer, and tried again. It's still at 28.8.
28.8 kbps! It makes FEMA look fast!
So what should I do?

You are limited both by the modem you are dialing into as well as the phone lines. I once had a 56k modem, dialing into a 56k ISP, but the phone lines in my neighborhood were shitty and I never did connect at more than 33.6k there. Maybe once I hit 42k.

the slower the modem. A 56K modem can't work any faster than 53K on a phone line even in ideal conditions.
