I wonder why nobody bothered to answer it yet? Here's my answer. I think one common denominator between the three conceptualizations I've written below is that there's an added emphasis on the energy Pluto represents. But knowing the various systems does nothing to answer your question explicitly.
Under my understanding of Harmonic Astrology, the 'basic' answer is no, there's simply a harmonic wave expressed where Pluto's energy at the Mars/Pluto conjunction is added to by 1/3. That said, there are more complex understandings such as those of scale and tone (think music), that may be closely related to astrology. The 3rd harmonic (in astrology a 'grand trine') may be closely and may not be exactly related to a chord composed of thirds, specifically augmented such as C augmented (c e g#), which is sometimes called an augmented triad. Therefore, the more complex answer is yes.
The reason I wrote above "may be closely and may not be exactly related" is that there appears to be compromises in today's musical scale frequencies versus exact mathematical divisions. Here's a curious graphic:

Therefore, the entity under study becomes critical to the understanding of the Pluto cycle that Mars is currently interacting with. A human entity never lives long enough to see a complete Pluto cycle, and only some generations live long enough to see 'the first' 1/3 of Pluto's cycle, depending upon the speed of Pluto which is much faster at perihelion than aphelion relative to other planets.
I thought I'd throw this link in (like I did with the music diversion), I found it recently and it's a good article with respect towards long-term Pluto/Neptune cycles how aspects are sometimes used in cyclical astrology to study past events. Palden Jenkins says of the days we're in right now, with respect to the Pluto/Neptune cycle, specifically the years 1950-2031:
Under Traditional Western (as I understand it) the answer is yes, Pluto's energy is modified to be more 'beneficial' and 'positive' at these times. However, there are at least four sub-schools or components under this methodology: aspects, signs, rulerships, and houses. These four may be related to each other, and the ordering of the list can be altered. This means that every Pluto/Pluto trine possible is not equal to the others.
Considering your basic question with respect toward the above, I'd say the answer is yes.
