A crew member of the guided-missile submarine Ohio is being held at a Washington State jail after he was arrested by Naval Criminal Investigative Service agents and charged with three counts of raping a child.

Chief Electronics Technician David Allan Holmes, 39, was arrested Tuesday morning and is being held at the Kitsap County Jail on $200,000 bond, according to jail officials.

Holmes, who enlisted in 1990, was 2007 Sailor of the Year for Submarine Development Squadron 5 based at Silverdale, Wash. Prior to his assignment at the squadron, he served on the highly decorated submarine Parche before it left the fleet in 2005.

He is currently assigned to the Ohio’s blue crew.

An NCIS spokesman did not respond to a request for more information.

Holmes is accused of sexually abusing a 15-year-old girl starting when she was 13 years old "at least twice a week," according to court documents. He is accused of committing sex acts on the boy when the boy was between 8 years old and 12 years old. The incidents are said to have occurred at Naval Base Kitsap-Bangor.

Holmes is also accused of taking nude photographs of the girl, which were possibly on the laptop computer he took on deployments, court documents said.

In interviews with NCIS agents, Holmes reportedly said that he'd had sex with the girl "a couple times." He told agents "he knew he was going to jail with what he had said," and then requested a lawyer, court documents said.
