He appealed to people's sense of wanting to support the troops. "Budgetary concerns" cited by the WH as an excuse not to uparmor Humvees. Sheesh.

He came right after Robert Byrd, who spoke in praise of Teddy's service in the Senate, in honor of his b-day. JK thanked him for his kind words on behalf of Ted, who wasn't there, and said he would say something himself about Teddy tomorrow.
