How idiotic would it be to just start yelling like crazy with no substantial proof? In a court of law, you usually need more than circumstantial evidence to prove your case.

Yes, you need I beleive 'without a doubt', I dont know law really good and the law I considered going in to was labor law not election law. Good luck to Kerry though, love and admire the man.
