McConnell Amendment OUT
Not germaine to the bill. Won't come up for a vote. (For now. They will probably try again at some future date on some other bill. but for now.... it's not up for a vote.)

I wonder if Democrats are trying to come up with a way to surcumvent this long term. These rules are designed to eliminate the voters who don't have state issued picture ids. The cost, time, effort and planning needed to get them is overwhelming. Urban residents are far more likely affected because they often don't drive.

My NYC kid has a picture id only because she has a passport. She could get a "non-driver's id", but it means taking the effort to get it and she would of course have to pay for it. (She may be motivated soon as she just turned 21 and her passport expires soon.) If you don't already have the picture id, you also have to get together a lot of documentation to get one.

The idea though of insuring that people are who they say they are is on the surface appealing though so people probably don't see this for what it is. Also, if you're not from an urban area, you assume every one old enough to vote has a driver's license. If itdoes pass, there will be a hugh need to to have a "non-partisan" organization educate people on the need for the ids, have a fund to pay for them and if feasible a way to help people through the process of applying for the ids.

Subject: electionline.org ALERT - May 24, 2006: Senate Acts on McConnell Voter ID amendment


This morning, the U.S. Senate conducted two roll call votes related to the voter ID amendment (SA 4085) proposed by Senator Mitch McConnell of Kentucky:

The first vote - a motion to table the amendment - failed, 49-48. A record of the roll call vote is here.
On the second vote, the Senate invoked cloture (i.e.. agreed to limit debate) on the underlying immigration bill (S. 2611). The vote was 73-25 and the roll call is here.
As a result of cloture, the McConnell amendment falls as a non-germane amendment to the bill.

Notwithstanding this action today, we will continue to follow this issue throughout the consideration of the immigration bill including any conference committee.
