He gets the last word. Kerry had to either have Feingold pushed later or do what he did. The Republicans are slamming Kerry not Feingold - which says something.
Feingold is doing a good job ... arguing that Iraq was a mistake. He is showing that we are failing elsewhere due to Iraq. I doubt he could transistion to a defense position like Kerry can. I just hope Kerry gets to explain the full nature of his amendment.

He is making the point that Iraq was NOT a terrorist haven before the war and that the arguments of the Repubs to place Iraq as the capital of terrorism is, at best, misleading. Iraq had nothing to do with 9/11 and we are letting those who did attack us on 9/11 get away. This will have massive repercussions in how America acts and is perceived for decades.
Feingold is demoslishing the 'fight them over there so we don't have to have to fight them here' argument. Feingold listed a bunch of countries that we could have invaded because they have terrorists but we haven't. Nice job.

1: It is binding. 2. This one has a hard date on it 3. This has an over-the-horizon force to protect the security interests of the US
In addition this amendment specifically strenghtens the national security of the US and is not an abandonment of Iraq because it asks Iraq to stand up for itself.

Kerry is taking it the Admin for what they have said. The Admin has repeatedly said it is making progress. If so, then start transferring the responsibility for Iraq to Iraqis. This calls the question. IF Bush is not lying, then we must have Iraqis trained and ready.
Kerry is repeating his argument that the Iraqis only respond to dates and to strong froce from the US.

Well, Bill Buckley, for one.
Kerry is stating his positive views here. He does not believe that his Amendment is recognizing failures, but allowing for Iraqi successes. There is no abandonment, there is a chance for Iraqis to stand up and take charge of their own needs. He believes Iraqis can do this and soon, the Admin seems to think that they have to hold the Iraqis hands forever.
We cannot be there forever. The US general recofnize this. We need the Bush Admin to see this and admit it and set a date for withdrawal can occur. These are our goals for Iraq and the US.
Trained "Iraqi Forces Fight Al Qaeda Protect American forces in American facilities.
Kerry's amendment provides for all of this.

War is hell, we have to acknowledge that. But it's so worth it because we have to stay the course because we are there and we have lost people and if we pull out we will not be honoring those who are there. (Doesn't make sense to me either.)
We had to overthrow Saddam. (BTW, not the argument presented to Congress in Oct 02.) Mistakes were made but we have to 'stay the course' because Saddam was overthrown. It's now a war of necessity.
