Congress? I believe that Congress does not wish to know what is really going on within NSA. They are ignoring this just as they shunted the Torture situation after making a few obligatory noises about it.

Why?

I feel that Congress is seriously scared that this Republic will fall apart if the truth is ever revealed to the American people.
