Republicans are always ready to be extremely unfair to those against them, and their base is tolerant of any excess because they are as ethically and morally corrupt as their leaders.
So he's asking how rank-and-file Republicans would feel about Democrats illegally spying on them and their leaders.
They only understand unfairness when it is being directed against them. It's practically the definition of evil.

And they'd scream ten times as loud if it were.
That's a ballpark ratio of 100 to 1 in what right-wingers think is fair when done to others versus being on the receiving end.
