In fweepie parlance, it means to make any mention of it, no matter how veiled. Even ignoring it courts overplay. The only solution they might like is for the entire Democratic Leadership to jump to the defence of Hastert and, if he is convicted, serve his sentence for him.

Hastert was a crony that DeLay installed as Speaker. DeLay was the power behind all of these shady deals. It doesn't surprise me that Hastert got his hands dirty.
I didn't realize how devastating Newt's departure was in 1998. Newt kept DeLay and company in check. Once Newt (and finally Dick Armey) left the leadership, there was no moral compass to stop the government-by-lobbyist scheme of DeLay.

What a load of crap. Congressmen write letters to departmetns in the executive branch asking them to do all kinds of things.
The Executive department pays about as much attention to such letters as newpapers pay to letters to the editor.
It goes on all the time... A lobbyist goes to a congress critter and asks for a letter. The letter gets written and copy is shown to the lobbyists client.
The client thinks the lobbyist has big influence and pays the lobbyist big bucks.
Every congressman who has ever lived has written lots of letters to goverment agencies to ask them to do stuff. Not much of anyone pays any attention.
When I was young and quite naive I once asked a congressman to write a letter to the FCC asking them to grant me a Radio Station licence. He urged me not to have him do it. The congress critter said the chairman of the FCC did not like interference from Congress. If I wanted the congressman's help, he said it would be better if he wrote the FCC a letter demanding they turn me down.
Illegal influence does not get put on paper and get sent through the mail to make a permanent record. Everyone who has spent much time on capital hill should know that.
The way illegal stuff works is the congresscriter with enough clout tells the agency head their budget will get cut by a bunch unless X gets done for Y. It is never written on paper anywhere. X gets done for Y and the department budget gets its requested increase. There is no paper trail.
