Are these commencement speeches always given by party in power??? Who gave the speeches during the years of Vietnam???

W never went to Vietnam and Cheney had "other" priorities.

3. When my nephew graduated from Annapolis in 2002,

Cheney was the speaker. According to the Naval Academy website, "The commencement address to the graduating class is given by a distinguished guest and has included United States Presidents, Vice Presidents, Secretaries of Defense and of the Navy, Chairmen of the Joint Chiefs of Staff, Chiefs of Naval Operations, and members of Congress". I suspect that the same is true of the other service academies.

Cheney was underwhelming as a speaker, though my nephew enjoyed it. He's the Alex Keaton of our family.
