June 02, 2006 -- TALKS between six world powers in Vienna on the Iranian nuclear issue excluded all recourse to force as a method of solving the problem, Russian Foreign Minister Sergei Lavrov said Friday.

"I can unequivocally say that all the agreements from yesterday's meeting in all circumstances exclude the use of military force" against Iran, he was quoted by RIA-Novosti news agency as saying.

"There is no kind of ultimatum deadline, although I think we are talking about several weeks," he said.

The Foreign Minister refused to be drawn on what measures might be taken if Iran refused the international community's proposals.

"At the moment we won't guess because such guesses pour oil on the fire of emotional discussions and give a reason for those who want to destroy the possibility of a negotiated resolution," he said.

2. it does forshadow what Russia will do if the matter goes to the
UN Security Council

no one thinks Russia has the power to block a preemptive strike from the US. The hope is that Russia will be one of the members of the Security council that will reject any false mandate from the body to attack Iran.

3. If you are serious about getting an accord on something,
you make sure that the ultimate agreement is signed, sealed and delivered before you announce it to the world. That is pretty much a basic tenet of good faith negotiation. Everything is kept quiet until you have actually reached and agreement and all parties are on board with regard to the basic principles of the agreement. Unless the deal has pretty much been reached and the Iranians have gotten on board with it, Rice's ultimatum pretty much sabotages the hope of ever getting a deal. Much as I dislike and distrust the current Iranian government, I question whether Bush, Rice and Bolten are negotiating in good faith. I will not support the president if he decides to go to war at this time. It really looks like the dog wagging the tail.
