That's of course a FLAT-OUT LIE. The executive has been legislating since before 9/11 (remember the energy commission?). THAT'S THE WHOLE FUCKING PROBLEM!

And Specter is GLAD to have them legislate some more - he GENUINELY thinks it's a good thing for Congress to abdicate its power in favor of the executive branch. He's actively working for an executive dictatorship
