Need some help here - Bolton confirmation

So my nephews have been visiting and I've been a bit out of touch with the news and I need some help. When did the Bolton confirmation thing pop back up? Why did it pop back up? I thought the recess appointment was good until the NEXT Congress is in place and am wondering why now. Also I think it more appropriate for the new Senate to vote on this. With the talk of the current mess between Israel and Lebanon not be quite as spontaneous as they would like us to believe - isn't it convenient that the Bolton confirmation has reappeared now. For example with Schumer and maybe others rethinking their positions on Bolton because of his strong support of Israel. Just wondering and would appreciate any thoughts out there
