Torture and NO are two seperate issues. It doesn't do anyone any good to mix the two up. Torture is such a dangerous issue to get into. For one, it will open our troops up to the same thing no matter where they are stationed is a situation goes bad. Second, it means that all those that espouse and promote torture could/should be subject to arrest and prosecution in foreign countries. Henry Kissinger, for example, cannot just travel anywhere he wants in this world (so I understand). He is subject to prosecution in some countries for some of the shennanigans he promoted while in office. Then there's civil suits to consider as well.
Katrina recovery funding (or the lack of) is a nasty mean-spirited sham to prevent a lot of poor and black people from reclaiming their homes and their land. It is an economic 'ethnic cleansing' in a way. But don't lump it in with torture. They are two separate and equally offensive issues being promoted by the criminals in the bush** administration.

He wants to torture, but not do follow through on the rebuilding in NO.
That's why Poppy lost in 1992. It's the same "Middle East over the Middle West" paradigm at play.
