* realized that enough had already leaked out that he had to acknowledge it. They declassified what they thought they had to cover, calling it highlights of the NIE. The rest remains classified--for now.

The sections concerning the idea that the war in Iraq is fueling terrorism is very damning to ***. But it also states that the appearance of losing would invigorate the jihadists, and all the prospects for future terrorism are frightening. I think they are hoping that the latter points will help them.
