Town in UK using police telescreens in streets to keep order.

Just like the telescreens in 1984-- and I do mean JUST like them.

The telescreens are small cameras and when they catch you doing something antisocial (jaywalking, tossing a cigarette butt in the street) a voice over an intercom tells you to cross properly, pick up the cigarette butt, etc. You cannot speak back.

Come to think of it, at least you could speak back in 1984.

How soon before this hits the streets of the ol' US of A?

You already get annoying feedback in railway and underground stations for smoking. You just light up where the cameras can't see.

A decent paintball gun will render them all hors de combat in seconds anyway.
