when Congressmen knew and did nothing.

4. I was thinking in terms of a federal prosecutor myself:
1. Contributing to the delinquency of a minor
2. Harrassment
3. Sexual Harrassment
4. Aiding and abetting a crime
5. Facilitation of a crime

5. Very limited monetary damages
Due the Federal Tort Claims Act, any award be limited to actual damages.

So they could get counseling costs / medical costs back, but generally there is no award for pain & suffering or puntative.
