In this they all are in agreement. None of them. I repeat,none of them wants Korea as a unified country. They are unable to contemplate a unified Korea. A unified Korea is a military and economic threat to all of them.
Each one historically has tried to dominate and colonize the peninsula, their attitude is "if I can't have it all, nobody else can."
The success of the agreed frameworkof 1994, and the increased economic well being of north Koreans incident thereto, would have strengthened the movement toward unification of the peninsula. Such peaceful unification would have left no place for US forces on the peninsula. This is why Bush snubbed Kim Dae Jung, President of South Korea, on his visit to the US in 2001. Division of the peninsula is the lynchpin of the US Japanese mutual defense treaty.
Contrary to popular belief, it is increased expectations rather than hardship which leads to regime change. People can't plot when they're starving.

North Korea going nuclear could lead to South Korea and Japan going nuclear...
That would certainly upset the balance of power in Asia...
