Here's something you can do:
If they are from a candidate that you plan to vote for, hang up immediately. This assures they will call another person right away.
If it's from the GOP, jut put the phone down and let the message play until it times-out and hangs-up, that's less people they get to call.

They're targeted at cross-over voters or sporatic voters (voted in '02 but not '04).
