He's New with Zero Feedback. Could be 100% legit, but could also not have the means to pay $50K.
Hopefully it's legit, and the charity will get the money. Otherwise it just shows there are sick people out there.

The seller can set up an approval process. I believe that they did set one up for this particular auction, because a week earlier, they had run the same portrait, and bidding got up to $99,999,999...which is EBay's limit. For which Colbert jokingly chastised them.
