Truly controlling weather means moving immense amounts of energy around the biosphere, particularly the atmosphere and the oceans. There is absolutely no technological basis for doing so-- if we could, access to plentiful, renewable energy would be a nice side effect. Until that happens, I won't be holding my breath waiting for the air force to do anything significant on a planetary scale.
