First Guiliani blamed the troops now Boehner

"No matter how you try to blame it on the president, the actual responsibility for it really would be for the troops that were there," Giuliani said on NBC's "Today" show. "Did they search carefully enough? Didn't they search carefully enough?"

"Let's not blame what's happening in Iraq on Rumsfeld."

CNN's Wolf Blitzer replied, "But he's in charge of the military."

"The fact is, the generals on the ground are in charge, and he works closely with them and the president," Boehner, an Ohio Republican, said.

Not only is Boehner officially now a complete asshat for saying that he clearly doesn't understand the hierarchy of US military command.

The President is the Commander-in-Chief who appoints and directs the Secretary of Defense who consults with but commands the Officer corp to carry out missions the officer corps then delegate out the who-what-where-how-when down their chain of command with the constant oversight of the Secretary of Defense who reports back to the President.

always blames the troops first. Especially, the ones that are chickenhawks. They certainly can't blame themselves or their civilians pals at DOD.
