So if Congress is the only body that can declare war can they also undeclare war? |

If War is undeclared then Bush* is no longer "Unitary Executive" and no longer will have his unlimited powers. All Congress has to do is say the "War on Terror" is figurative, as is the "War on Drugs or the "War on Poverty", and not a real War engaged against a foreign state and as such Bush* is not Commander in Chief...

...which I believe is how they finally put an end to Vietnam, another undeclared war.
On edit: Rescinding the October, '02, AUMF would be helpful, also.

In the new Defense Authorization Bill, Bush added a tidbit in his signing statement that allows him to transfer any Defense funds, regardless of Congress's specifications. So if Congress stops funding the Iraq War, Bush will just transfer a few billions to keep it going.

Every conflict since then has been a "police action" or whatever we're calling it these days. Actually, it's called a "war" when we need it to be a war - scare people, energize the voting base, grandstand politically, etc., but it is most definitely NOT a war when we're talking rule of law, Geneva Conventions, etc.
So, it's a war, but it's NOT a war. But stop asking questions because, you know, we're at war.

....I believe. This Congress did not authorize war against Iraq. It just gave Bush the power to do whatever he thought necessary.
Does someone on DU have the precise wording of Congress' grant of power to Bush???
