Yes Diebold is a problem in the general sense that it makes tampering with actual votes much easier than it would by stealing the vote with other methods. HOWEVER, voter suppression techniques are a lot easier to employ than stealing the actual vote, as they are pre-emptive in nature, in that they drive people AWAY from voting. Votering suppression techniques were the bullshit behind Florida in 2000 and Ohio in 2004, and they are a problem again in 2006!
