I mean, come on. Federal elections should have mandated standardized voting equipment and procedures and a freaking paper trail. Elections should be held in accessible locations and people be provided with a day to do the voting in. AND the taxpayer should be willing to put up the funds to insure a secure election. I'm sorry, but this is a civic responsibility.

4. States would still be free to field any candidates for any offices
they like. However, the mechanics of voting should at least be standardized, particularly in federal elections.

2. Funded or unfunded?
I would guess funded based on your second thing. And obviously if the machines are used for the federal election they can be used for the state and local elections as well.

And this is a good idea - particularly mandating a paper trail.

5. And, elections should not be certified if illegal activities have affected the vote
And no, I'm not speaking about theft of yard signs, but organized efforts to disenfranchise voters, whether or not the candidate is involved.

6. Yes, the Federal government ought to administer Federal elections...
and there should be a standard for equipment. It might still be manufactured by different companies, but it would have to be a reference design. I think we should bitch at Congress until it happens.
