Alexandria for example, for example, shows about 40% of voters in, with statewide still sitting at about 35K allen lead

Looking at the counties that are going for Allen, they're disproportionately already reported.
Many of Webb's strong counties, such as Arlington, haven't reported much yet.
It's looking like Allen has already "blown his load."
