the remaining precincts are extreme blowouts. Webb has to jump nearly .4% with only a handful of districts left to avoid an automatic recount.

That's what I could surmise from some of the contradictory info. I've seen on the subject. Talking heads claim that there needs to be a win of .5% or higher.
