How come so many Dems run against each other in Louisiana?

I count 4 districts with multiple Democrats fighting one another for a seat (District 2 has 9???). Is this common there?

1. There may not have been a primary, if so, this will serve as one.

If there is no winner with over 50% of the vote, there'll be a run off election. In this case, it will be between 2 Dems. They are all running against Jefferson, who is a crook. I can't believe he's got so many votes, just goes to show its definately a Louisiana election.
