Need over 1% to prevent automatic recount. There will be one anyway. Allen would be stupid not to call for it.

If the election is within .5%, Virginia will pay for a recount if Allen asks for it (he will). If the margin is more than .5%, Allen has to fund it himself (he still probably will).
Look for a recount, but I doubt the results will go in Allen's favor.
