He agrees to caucus with them, which makes it 50-50, with Cheney breaking the tie. Then, once the "majority" has been achieved that way, they appoint him to the chairmanship.
I don't think even Holy Joe is dumb enough to fall for that one. The odds are that the Senate will be going firmly Democratic in 2008, and Joementum would find himself a pariah. Better to continue straddling the fence and profit from the way the political winds are currently blowing.
Besides there's no guarantee such a gambit would work. In order to reward Joe, they'd have to take the chairmanship away from a Republican who currently holds it or, if the seat is vacant, from at least one senior Republican who was counting on it. There would be strong incentive for that Republican to pull a Jeffords, declare himself an Independent, and caucus with the Democrats (in exchange for a chairmanship from them), thus returning the count to the way it was to begin with.

The Dems may offer him a chairmanship. I don't like the idea of it, but if they do it will probably stop a "Jeffords scenario" from happening to the Dems. Lieberman won't bolt if he has a chairmanship with a Dem House in the background.
