Yellowstone is only reporting 36% of the precints which means there are thousands of votes still out there. Gallatin is reporting 33% of the precincts and both candidates have around 10k votes, meaning there are still thousands of votes there.
But even if you put that fact aside and go with the 11,000 residents.....Tester is up by only 2,025 votes. Which means that if Burns won all 6,600 votes (60% of the 11,000) then we would lose by 4,000 votes and some change.
They havent called it because its not over yet..........
