Subject: Exit Polls: Corruption - Halliburton Story Moves into Higher Gear

Ladies and Gentlemen:

Some of you on the bcc: list are probably not the least bit surprised to discover that "Corruption" was an important theme and meme of the exit polling yesterday. Those of you who have covered the Halliburton and/or State Street story know that there is a palpable sense out there that the Bush Administration has crossed ethical and legal lines.

Operating on just a few hours of sleep at this point (I always take the day after any election off, since I know I'll be luggage), I can only say that I am truly grateful for those of you who took the time to meet with me last week. As the Halliburton story now kicks into a higher gear with Waxman's gearshift - I mean, gavel - I look forward to working with you further.

In my wildest hopes, I dared to hope that Senator Byrd would get back the President Pro Tempore position this year, with the death of his beloved wife, Erma. As a Byrd Scholar, I look forward to seeing what he can still do with that ponderous gavel!

Those of you who contacted me last week or early this week for fact-checking: I have just enough sleep under my belt this morning to be cogent. Otherwise, I'll grab a nap this afternoon, and we can talk more later this week.

Halliburton's and State Street's ties to this Administration are about to go under the microscope, if I were a betting man (and I do confess to having enjoyed my first trip to Vegas last Christmas)!

- Dave

P.S. The website, http://www.HALwhistleblowers.org, will go live soon. If you'd like to be on the sneak preview list to see it under embargo the day before, please let me know.

3. Halliburton may get congressional scrutiny

Halliburton may get congressional scrutiny
Democrats take critical view of engineering and building firm; analysts unfazed.

HOUSTON (Reuters) -- Shares in Halliburton Co., the Pentagon's largest private contractor in Iraq, rose slightly Wednesday, after Democrats regained control of the U.S. House of Representatives, but may face pressure in the near future, company watchers said Wednesday.

Halliburton (Charts), whose engineering and construction arm KBR has been paid more than $16 billion for its work in Iraq since 2002, has been sharply criticized by Democrats for its Iraq work and its links to its former chief, Vice President Dick Cheney.

Key critic Rep. Henry Waxman is expected to become chairman of the House Government Reform Committee, where he could expand his scrutiny of the company and its links to Cheney.

Rep. Ike Skelton of Missouri is seen as a likely head of the House Armed Services Committee. He has said he would take a closer look at defense contract abuses and the Bush administration's Iraq war strategy.

4. I Have No Doubt...
... that institutional investors who own big blocs of Halliburton stock are calling for heads to roll in Houston.

6. Institutional Investors...
... often show up as the nominal owners of a company's stock. Their nominal holdings are often held primarily in a fiduciary capacity (e.g., as trustee or custodian of pension plan clients).

Major holders, based on ownership filings: http://finance.yahoo.com/q/mh?s=HAL

Another parsing (see tabs across the top): http://quicktake.morningstar.com/Stock/Ownership.asp?Country=USA&Symbol=HAL&stocktab=owners&pgid=qtqnnavown

Yup. State Street shows up.

Going to the most recent Form 13F for State Street, you'll see the breakdown of the company's ownership and/or voting rights (search on the term "Halliburton"): http://www.sec.gov/cgi-bin/browse-edgar?type=13&dateb=&owner=include&count=40&action=getcompany&CIK=stt
