Lamar County (Texas) ran out of ballots by NOON?????
WTF is wrong with that? There is no excuse for this. None.

Lamar County ran short on ballots, and many voters report they left the polls before casting ballots. Electorate who waited for replacement ballots were given photocopies, but many voters may have not been told they could cast handwritten ballot.

Election officials said Lamar County ordered more than 13,000 ballots for the midterm election, but excessive voter turnout left some polling places running low on ballots by noon.
