Joementum swore that he was not interested in being Sec. of Defense or similar in the Bush Admin.

Look at it from his perspective - he could be part of a lame duck administration that is likely to spend a lot of time testifying before Congress; or he could be head of the Homeland Security committee in Congress and have everybody kiss his ass to get his votes.
