The fact that they didn't appoint Lieberman says something in itself
about the way the rules have changed: for the first time, they realized they couldn't get away with appointing someone with no experience purely for political reasons.

Even though you KNOW they would have liked to. Even though, with a Puke Congress they might have gotten away with it.

It's a new day.
