3. I hope he's sincere.
And I hope things DO work out.

He may be flustered, but there is a veracity to his newfound intimidation. (logical, he's had it all in the past and as such had no desire or means to cooperate and get things properly done.) It doesn't come across as an act.

Whatever it takes for a better America; I agree. Let's move forward.

4. He's said that before...
and then shortly later some media outlets stated projects to resolve the issue were cut.

I'll be surprised if he mentions offshoring being a security risk.
