Impeachment just means the House of Representatives finds enough evidence to bring Bush and Cheney to trial. If someone is convicted by the Senate, he or she is removed from office.
I don't know if parties can be simultaneously impeached.

In the unlikely scenario Bu$h was impeached and convicted Cheney would become president. He would get to name a vice president with the consent of Congress...
I don't think there would be simultaneous impeachment trials... In the unlikely even there was Bu$h would surely choose another vice president...
