2. Some VA counties have optical scan ballots + absentee by mail ballots

from all of the counties -- both can be recounted. A audit of the system can also be performed -- as in post-election testing of the machines to see if they were capturing and tallying votes correctly. Given that there have been reports of votes flipping from Webb to Allen -- an examination of the evidence would only benefit Webb and could send some nasties to jail.
