Paraguay's Supreme Court Justices facing Impeachment = Bushco.
Edited on Wed Nov-08-06 03:51 PM by phoebe
Why should we care? The man responsible for ensuring these impeachments is Luis Alberto Castiglioni Joria, VP of Paraguay who coincidentally was very busy in March/July of this year meeting with trade officials in Florida (surprise, surprise) to discuss MERCOSUR ("free" trade). So, in effect we are seeing Bushco. making sure that the situation in Paraguay is actively advancing according to their agenda. It's the old ploy of "look over here so you won't see what we're doing over here" ie - get rid of the small fry corruption in order to have us believe that beneficial changes are being made when, in fact, the most corrupt officials are left in charge. BTW - this is EXACTLY what * did by firing Rumsfeld and hiring Robert M. Gates of BCCI and Iran-Contra "fame"...
No wonder they are busy buying land in Paraguay - getting ready to count the billions of profit coming their way with Moonie help (Moon owns most of the land in the Chaco region where Bushco. bought (?) land...)

ASUNCION, Nov 3 (IPS) - The first step was taken Monday towards the start of impeachment trials in parliament for four of the nine members of Paraguay's corruption-tainted Supreme Court.

Justices Carlos Fernández Gadea, Luis Lezcano, Felipe Santiago, and Supreme Court president Bonifacio Ríos Avalos will be submitted to a political trial, as agreed 10 days ago by President Nicanor Duarte and parliamentary opposition leaders.

Two other magistrates, Jerónimo Irala and Raúl Sapena, handed in their resignations on Oct. 27 to avoid impeachment.

The accusation against the four justices, which was presented in the lower house of parliament Monday, states that the Supreme Court ''has violated the constitution and the nation's laws, violated the principle of the separation and balance of powers, abused its power by exercising it in an arbitrary manner that runs counter to the legal order, and damaged the state of law and weakened the country's democratic institutions.''

The four magistrates are facing some 20 separate charges, and are to be investigated by the public prosecutor's office.

Castiglioni and the Paraguayan delegation, highlighting the country's
strategic central location between Brazil and Argentina, promoted Paraguay as
the ideal place in the Mercosur region for Florida businesses to develop their
Latin American business operations and investments. "Paraguay has had an
historic and special relationship with Florida, and we are confident that this
mission will lead to an expansion in the trade and investment ties between our
country and this great state," said Vice President Castiglioni. The Vice
President also emphasized the great importance of this mission for his
country, pointing out that Florida is the top trading partner of nearly every
country in the hemisphere and Paraguay and Florida will mutually benefit from
increased business ties.
Paraguay's visit to Florida serves as a precursor to a trip that Florida
FTAA will lead to Paraguay in July to further discuss Florida-Paraguay trade
relations and promote Miami as the site for the Permanent Secretariat of the
Free Trade Area of the Americas. "We are very optimistic following this
meeting that the relationship between Florida and Paraguay continues to
strengthen," said Florida FTAA President, Jorge L. Arrizurieta. "Meetings
with key leaders like Vice President Castiglioni continue to serve as major
steppingstones toward securing the Permanent Secretariat in Miami. We are
optimistic about the possibility of future support from Paraguay in our
efforts, and we trust to make progress on this front when Florida FTAA leads a
delegation there in July."
Paraguay is Florida's thirty-first largest trading partner, with a
bilateral relationship of more than $572 million dollars in 2004, a 26.7%
increase from the previous year. Last year alone, merchandise exports to
Paraguay from Florida increased by 40%, making the country Florida's
nineteenth largest export destination.

The Free Trade Area of the Americas (FTAA), currently being negotiated by
34 democratically elected Western Hemisphere nations, is intended to be the
most far-reaching trade agreement in history. It is an effort to unite the
economies of the Western Hemisphere into a single free trade agreement
comprising 800 million consumers with a combined gross domestic product of
$14 trillion. Florida FTAA, Inc. is the private-public entity led by Governor
Jeb Bush and officials throughout the State of Florida with the mission that
Miami, FL becomes the site of the Permanent Secretariat of the Free Trade Area
of the Americas. Florida FTAA is chaired by Ambassador Charles E. Cobb, Jr.
and managed by President Jorge L. Arrizurieta. The administrative offices are
located at the Biltmore Hotel Conference Center of the Americas in Coral
Gables, Florida.

Guess what? Rev. Sun Myung Moon is a keen promoter of "humanitarian relief programs" as well..
Many of us are also aware of how Bushco. is tied to the cancer industry...
Notice how Nicaragua was also appointed to the board..

New US counter-drug base constructed in Paraguay, all but shooting down plans for similar regionally-run version.

In a remote Paraguayan town separated from Brazil by just one avenue, the United States unexpectedly inaugurated a counter-drug base in late August, worrying the foreign ministries of the other Southern Cone governments that were not informed. Argentina, Brazil and Paraguay, who share the triple border notorious for criminal activity, were instead working for the so-called Regional Intelligence Center, or CRI, with Chile and Uruguay as observers.

On Aug. 22, US Ambassador to Paraguay James Cason unveiled the hastily-constructed Pedro Juan Caballero base here, demonstrating one more step of intelligence cooperation between the successive governments of this impoverished landlocked country with the United States.

The base — paid for entirely by the United States, with a state-of-the-art radar system, a heliport and accommodation for 100 agents — is located 550 kilometers (344 miles) northeast of the capital, Asuncion, and is equidistant from the Bolivian border, the Mariscal Estigarribia air base, and the strategic triple border, where Paraguay’s Ciudad del Este, Argentina’s Puerto Iguazu and Brazil’s Foz de Iguazú converge.

snip

The foreign ministries of Argentina and Brazil have said that the counter-drug base means a strengthening US control in this triple border region known for the presence of drug- and weapons-trafficking. Ministry officials claim that the United States is interested in the area because the country is convinced that fundamental Islamic organizations are operating there.

snip

Negotiations for the US-operated base were handled by Paraguayan Vice President Luis Castiglioni, who often calls the triple border a "terrorist sanctuary," and even authored a 2005 law that offered US troops absolute immunity while operating on Paraguayan soil until December this year. On Oct. 3, however, the Paraguayan government announced that it will not renew diplomatic immunity for these troops

Why would the Paraguayan government announce it would not renew diplomatic immunity for the troops when it is obvious that it fully intends to go along with whatever the US wants, especially now that James Cason is "Ambassador", Bushco. has bought land, the Moonies own most of the acreage in the area, nothing but GM soy is grown there and now there is a "secret" base paid for with millions of US taxpayer dollars?? Something stinks to high heaven...

More likely that Bushco. intends to make use of the base to protect their drug-running/arms dealing profits and to put down the local people who are vociferously demanding land rights in this area.
