10. VA poll workers are working out the provisional votes |

and stuff like like last military absentee ballots and counting hanging chads (so to speak), and rechecking all the tallies, but Webb has a several thousand vote advantage. Somewhere from 5,000 to 12,000 or so. Electronic votes can't be rechecked, so that's that.
The thinking is that problem and provisional ballots are probably significantly more Webb votes than Allen votes. I suppose that means they're mostly from precincts with lots of black voters. So the margin for Webb is expected to grow as the process continues.
Allen is still holding out. Whether it's for dirty tricks, or hope against hope, or denial, or just waiting out until Republicans are emotionally spent and the verbal beating they have in store for him is minimal, who knows. After all, he lost a race they didn't consider possible to lose. (I'd say other Senate race results, like Corker's, and last year's Virginia governor election demonstrate that Allen was going to have a very hard time anyway.)
