What happened to the prop in SD about judges?

What happened to the prop in SD about judges?
I heard about it on NPR about a week ago -- a proposition that would allow for judges to be sued if their decisions are found to be in error by a panel. I haven't heard about that one.

1. I don't have the details, but I believe I heard it failed. For some reason 90% is
sticking in my head.

2. WOW!!
I am so glad about that. I heard it was a test case and the backers were trying to see how well it flew before trying it in other states.
