Democrats have won the Congress and there are sure to be plenty of oversight hearings and Bush didn't want Rummy to start talking about things and Rummy himself probably didn't want to be on the hot seat. The Democrats would have grilled him. Granted, he could still be called to testify.

Especially since he will have NO official clout or direct power. There's no refusing to appear if you are subpoenaed unless he wants to get arrested.

in his leadership. blivet** can't take the chance of all 4 branches considering some kind of mutiny or coup. That's really the bottom line. Fear of his own military turning on him should the masses rise up against him. Rummy was expendable.
