How best to keep the boot on their throat?

Yes, subpoena power is a good start. And let's make damn sure we follow through on all those robo-call fines.

But how about a RICO case around the Repug election tactics? I wonder if California's new Attorney General might be interested in that...

And then there's the legislative agenda. The Dems have got to be able to bring up bill after bill that can put the screws to the GOP minority (looove that phrase) while furthering progressive causes. The minimum wage hike is just the start. We need windfall profits tax, job export penalties, shutdown of the Marianas bullshit, etc, etc, etc.

What else??
