Maybe Cheney can arrange something for Halliburton as well because Rummy has been such a big supporter of Cheney's company.

You must be a soldier in a war who risks his life in an ESPECIALLY heroic way to save his fellow troops, and this action must be witnessed by at least two other people.

And even then it's almost impossible to get the damn thing--almost all MoH recommendations are downgraded to Distinguished Service Crosses or Silver Stars.

Rummy will probably receive the Congressional Medal of Freedom two days before he receives his subpoena.
