The only major shift in US policy that will make a difference in foreign policy is
WE MUST STATE EMPHATICALLY THAT WE ARE WILLING TO TALK TO ALL MAJOR PARTIES INVOLVED IN ANY CONFLICT AT ANY LEVEL AT ANY TIME AND OPENLY...NOT IN SECRET!

That way all factions within a nation will know that the US is engaged in talks with their representatives and they will be able to hold their own leaders accountable for outcomes...thus improving the potential for THE PEOPLE to achieve what is in their best interests. And such a change will put those power-seeking, profiteering leaders in other countries on notice that they had better become honest peace brokers because nothing will be hidden from the people. This includes all deals about weapons, nuclear power, agricultural aid, and military support. Nothing less than a change in strategy such as this should be acceptable by the American people.

All those previous secret negotiations and talks out of sight of a nation's people has resulted in policies and actions that have brought us to the point the world is in today. It has allowed the US to make deals with some of most corroupt, evil, and abusive governments in history.
