Sen. George Allen (R-VA) will concede his Senate race to James Webb (D) at a 3pm news conference.

Webb plans to speak shortly thereafter.

I suspect there was some cheating n Virginia, and part of the reason his party encouraged him to concede is because they don't want it found out in this new political environment. Dems could investigate it.
